The temperature is your issue here, the charger's normal operating temperature is rated between 32F and 104F.
Will this unit safely charge and maintain a dual battery (Dodge Diesel) setup in sub zero temps? NOCO Genius G26000 Battery Charger
Unit does not seem to be working correctly. Regardless of the double checked connections it cycles from 25% to 100% repeatedly. Does not ever reach a point where green light is not pulsing. Batteries are brand new group 65 AGM. Temps were -20f when this was attempted. Just had the batteries load tested and they did fine.
