You would need to test the outlet yourself in order to confirm if it stays powered when the vehicle is off. Some vehicles come with a battery management system that will turn off the auxiliary ports in your vehicle after the ignition has been turned off for 15 minutes. The only way to confirm if your ports are still hot is to try a cell phone charger (or any power charger with a cig plug) after the care has been off for 15 minutes.
