If you have access to a voltage meter you can run a quick test on the batteries to see if you can rule them out as the issue. Ideally you would read the voltage of the battery as you engage the throttle on the scooter to see if the voltage is plummeting or if its not moving. If the voltage is not moving then you have an issue some where in the throttle or controller of the scooter. If the voltage bottoms out on the battery quickly then your looking at a battery replacement.
