Are the batteries the same chemistry as the previous batteries you took out? If yes, then the next thing to take a look at is the overall voltage of the battery bank (tested from the point you have the battery fuel gauge connected) and that the battery fuel gauge wires are not corroded or otherwise have a poor connection.
Double-check that the wire connections for the meter are connected correctly and that you have good voltage coming from the battery pack. Testing the connection points of where the battery fuel gauge is connected with a voltage meter will confirm you have good voltage on the pack.
