If you are testing the voltage of the battery with the charger on, then chances are you are recording an artificial voltage reading of the battery provided by the charger itself. If you would like the true voltage of your battery pack you must disconnect it from the charger and let it sit for 1 hour. I don't believe there is any issue based on your question at this time, if it remained at 30% and did not rise past that in the appropriate amount of time then I would begin checking the charger and batteries.
