I am not sure if by power blink you mean power outage? If thats the case then its odd that the charger will not re-engage. If the power outage lasts long enough (days) and there is a significant drain happening with something on the bike then it is possible. If there is something on the bike capable of draining the battery in a short amount of time it could be an issue - although thats still a long shot.
