Why (if my battery has an expiration of 1/16/2028) would it already be dead?

If the battery is installed in the AED unit, then it most likely will not last until its expiration date. The reason being is that the AED unit pulls a small amount of power from the battery in order to do self-diagnostics every month or every week depending on the unit. The expiration date on the battery is a true expiration date. In other words, if that battery is left untouched, that's when the battery would lose its charge.
