why can’t this battery be located under the hood of a car? is this group 45 RC?

This battery is designed to fit the Mazda Miata and is not a group size 45 RC. It most certainly can be mounted under the hood. It's not an issue of where it goes in the vehicle, it's an issue of if it's the right size with the right starting power required for your vehicle.
