Does this charge 18650 batteries at 5v or at 4.6v? Will 5v harm the batteries?

Everything I read says that 18650 batteries should be charged only at 4.6v charge rate. This charger says the output voltage is 5v.

During the bulk charging phase of the UltraLast Lithium-Ion 18650 Charger - ULLIONCHG charging algorithm, the voltage will reach up to 5V, but as the battery nears fully charged, it will gradually drop to the appropriate 4.7V range for a standard 18650 cell.
